The proof that this is in fact the same person would be if Scriven-30 was found to marry a Scottish wife or he immigrated to the United States in 1919, which the William in this profile did with his family (according to the 1930 US Census).
It is interesting that William settled in Albany, NY, not far from the Rensselaer Co. home of so many other Scrivens whose family had originally come from the Westerly, RI area.
