I am wondering if this person is attached to the wrong Osbern. See Keats-Rohan p.912 and p.933 where she shows two families with Osberns and Hughs. One has a Simon. This family were tenants of the Earl of Chester and seem to be quite different from the Richard's Castle family? K-R refers us to Honors and Knights Fees II where it seems clear. Disconnect?
