He was born 24 Apr 1842 in Ohio. His father was John Shaffer born in Germany. His mother was Anna Newroy born in England.

Henry's first wife was Elenora A Rathbone. She and Henry were married 9 October 1872 in Ashtabula, Ohio and she was the mother of his children. She was known as Nora.^[1]

In 1880, Howard H. Shaffer was head of household and aged 38 and born in Ohio. He was living in Morgan, Ashtabula, Ohio, United States. Living with him was his wife, Nora A. Shaffer, aged 31, Married, Keeping House, born 1849 in Ohio. Her father had been born in Connecticut as had her mother. Also living in this household were their two sons, John E.
