Thomas Vincent Shockley was born on 18 October 1808 in Grayson County, Virginia, United States, son of Meredith Shockley (1770–1860) and Sarah Worrell (1770–1840).

Thomas married Rachel Crider (born on 11 October 1812 in Concord, Cabarrus, North Carolina, United States; daughter of Daniel Crider Sr. and Barbara (Groner) Crider) on 26 March 1829 in Gasconade, Gasconade, Missouri. Their children were:
