Herman was born in 1892 in Tallapoosa County, Alabama. The census of 1900 gives a date of birth of May 1893. His parents were William Washington Simmons and Temperance Smith. He was living with his family in the Walnut Hill area of Tallapoosa County in 1900. He was married to Ruth Walker.

According to Aunt Ola Ruth, Pa Herman had an old mule that was no good. He put a dollar bill on the mule's back and told D.C. Adcox to take the mule away and he could have the dollar. D.C. took the mule across the river and turned it loose in the woods. The next Spring after letting the mule run loose all winter, Aunt Virgil's husband, Lloyd Boulware went and got the mule and made a crop with him that year.
