I think your reliable source may have confused different men named Henry Skaggs. The location of Malinda and the parents in Monroe County are certainly consistent. I think the Henry Skaggs referred to by your source was born in Maryland and later lived in Greenbrier County, Virginia, while Malinda did not. Note that in the 1880 census Malinda reports that she and both her parents were born in Virginia.
