William was born in 1868.
MP for Strand between 1891 and 1910. He held the office of Deputy Lieutenant (DL) of Devon.
He succeeded his mother as the 2nd Viscount Hambleden, of Hambleden, County Buckingham [UK 1891] on 13 August 1913. He was appointed Knight of Grace, Most Venerable Order of the Hospital of St John of Jerusalem (KGStJ). He gained the rank of Honorary Colonel in the 96th (Devon Yeo) Brigade, Royal Field Artillery.
In 1894 he married Lady Esther Georgiana Caroline Gore.
He died on 16 June 1928.
