He was born Paul Brown Smith on December 25, 1914, in Shields, Texas, a son of Dolph Vincent Smith and Alma Dell Huey Smith. He grew up in Gouldbusk where he graduated from Gouldbusk High School twice and then graduated from Coleman High School. He was a good football player and those schools recruited him to play for them since there were no UIL restrictions at that time. While attending school in Coleman he met his future wife, Anita Forman, and they married on February 9, 1935 in Gouldbusk.

Following their marriage, Paul farmed in Gouldbusk. In 1952 he surrendered to preach and was ordained to the ministry in February, 1953 at the Gouldbusk Baptist Church. He pastored there for two years and then became the pastor of Concho Baptist Church in Coleman for 21 years. On December 17, 1978 he organized Community Baptist Church and has been the pastor since that time. In 1979 he organized a Day Care Center for the church licensed for 77 children which operated until February 1990.

Brother Paul always wanted to own a Christian Book Store and in 1984 he opened one on church property and his daughter, Anne, continues to manage the store. In 1990, the church built a new sanctuary from bond sales and the generous support of the members of the church, using the plans that Brother Paul had drawn. The church was completely debt-free by 2002.

For many years, Brother Paul preached on KSTA radio and also on local cable television. He recorded his sermons and sent them out monthly to many people that requested them. He was the editor of the weekly church newspaper, "Strength for These Days", which had a wide circulation.

In 1983 Brother Paul and Anita were named Citizens of the Year by the Coleman Chamber of Commerce. This marked the first time that a couple had been honored in this way. He was also a member of the Coleman Masonic Lodge and was honored with a 60 year pin in 2010.
