James Stout was born in 1780 in Middletown Township, Monmouth County, New Jersey], the third of nine known children and the second of six sons of Caleb and Elizabeth Labaw Stout.[1]
James came to Clarksburg, Virginia, at the age of four. He became a farmer, a Democrat and a Baptist. For more information about James here[2]
On 24 December 1811, when he was in his early thirties, he married Phoebe Jackson,[3]daughter of Edward and Martha Miller Jackson, in Harrison County, Virginia.[4]She bore him six known children, four sons and two daughters:

Nathan D Stout m Elizabeth Cottrill, daughter of Lowther Cottrill, June 6 1812 (Bond) [6]
Phoebe Jackson Stout died April 10 1827 in Harrison County Virginia.[10]
On 5 December 1827, when was in his later forties, he married Mary Wadkins.[11]
1850 census
James Stout appears in the 1850 United States Federal Census as a 70-year-old literate farmer with $2600 in real property, living with his literate farmer son and his literate daughter in law wife of Daniel Stout.

James Stout appears in the 1860 United States Federal Census as a literate 80-year-old without an occupation living with his literate 40-year-old farmer son who has $4000 in real property and $600 in personal property and his literate daughter-in-law and their four children.

Francis Skinner signed the marriage bond with Samuel I Stout in the marriage record of Samuel I Stout and Mary Dennison.
Daniel Stout signed the bond with Lewis McDonald in the marriage record of Irena Stout.
Cem information from: Cemeteries Grant Magisterial Dist. Harrison County, WV, (Harrison County Genealogical Society Claksburg, Harrison County, WV), Pgs. 65, 66 & 426 A-1, Addendum information Jackson Cemetery. This book appears to be in error. James and Phebe are both buried on her father's home farm near Mt. Clare, Harrison Co, WV. The farm was later sold to the Bassel family and eventually ended up belonging in the 1970s to a farmer named Mendez. The farmer turned his animals into the area and shocked family members later removed the stone for Edward, Stephen and Stephen's wife Elizabeth, but I don't know if the stones for James and Phebe were moved or not.
