Philip Tillman was born on 4 Aug 1857 in Cincinnati, Hamilton, Ohio, United States, son of Peter Tillman (~1831–~1858) and Caroline Andres (1835–1922).

Philip married Elizabeth Scharpf (born in Jan 1862 in Fountain City, Buffalo, WI; daughter of Jacob Scharpf) on 6 Nov 1880 in La Crosse, La Crosse, Wisconsin[1]. Their children were:
