Parents are unknown. Seth & Rebecca were not strictly Loyalists, having migrated to Canada well after the Revolution. But they may have been sympathizers or just enticed by the opportunities across the Lake in Canada. Their children did intermarry with prominent Loyalists families, making their progeny "of Loyalist descent."
Steven was born in "York State" per 1851 Census. He married Rebecca Damon in ca. 1805 (from Fairhaven, Bristol, MA). She was named in her father's will as "Rebecca Warner." The family lived near Saratoga, New York where the oldest child, Sidney, was born.
Genealogical Records: New York, 1675-1920 Stephen Warner, lived near Saratoga in the State of NY, where Sidney, the eldest child, was born. Stephen was a farmer, and attracted by the good reports of the Loyalists in Canada left his American home in 1812, came to S. Fredericksburgh, and lived a few years on lot 18 in the 3rd concession. For a time he endeavored to add to the slender revenue of the farm by setting up a small distillery. He shifted about from one place to another and finally settled down in the 7th concession of Ernesttown.

Lennox & Addington, Ontario, Canada Archivist - Jennifer Bunting refers to this Stephen as being the grandson of Col. Seth Warner, Sr. (Green Mountain Boys' fame - American Rev). His son, Seth, Jr. moved to New York and ended up at Saratoga. He married (wife's name unknown) and they had at least one son, named Stephen."
