Keith James Waters was born in 1922 as the fifth child of Reid Aynsley Waters and Minnie Christie Bell. He had seven siblings, namely: Edwina Bell, George Harry, Minnie Reta, Reice Aynsley, Cedric Thomas, Lorraine Brenda, and Joan Audrey.
