William Waters[1] was the son of Edward Waters and Grace Neale. He was born in 1623 at Blount Point, Virginia.[2] William was included in the "Muster of Mr. Edward Waters" taken 25 January 1624/25 at Elizabeth City. William is listed with sister Margerett Waters as "borne in Virginia."[3]
William was sent to England for his education, and returned to Virginia at its completion. He was appointed by the Governor as a major in the Northampton County militia on the Eastern Shore.
William served in the House of Burgesses for Northampton County in 1654-55; [4] also in 1659/60, 1680-1682.[5]
His uncle John Neale also served in the House of Burgesses for some time. After John's death in 1644, William became guardian for John's only daughter Margaret Neale.[6]
He married the step-daughter of mother Grace Neale Robins, Margaret Robins Clark in 1652. Margaret was deceased by 1664. William then married Dorothy Marriott. He had at least six sons that are known.
One family history makes note that the names of his daughters are not ascertained. It also dismisses the need to trace any of the older sons of William Waters, and focuses instead on the youngest son, William.[7]
William died in 1689, and his Will is transcribed in full on FindaGrave, although his burial site is unknown.[8]

There was a William Waters involved with the Accomack Quakers, likely this William's son:
"... So what happened to these records? They were last in the possession of a Society member, William Waters. He died in 1733 and the records were to be delivered to the custody of the Third Haven Monthly Meeting in Maryland, but they never arrived."
