"A genealogical history of the Waters and kindred families" Part 1, by Philemon Berry Waters (1902), pg 20 gives a different account that Philemon Waters was the son of Thomas Waters, son of William Waters, son of Edward Waters, emigrant and makes no mention of Philemon Sr.
This theory, apparently adopted by this author in 1902 (350 years after colonial Virginia), has been rejected by other historian/genealogists due to a 17th Century lawsuit wherein Philemon Waters (Sr.) was not accepted as an inheritor (son, grandson...) for the Thomas, Edward Waters family.
