Ancestral File on line lists Louisa as Louisa Brown d. 11 Sept 1877. Both facts are incorrect. Louisa's maiden name is Watkins. Her widowed mother, Ann Watkins remarried Daniel Brown and moved to Ohio with her four married children. As she appears in census records living with George and Louisa, some researcher assumed that Louisa's maiden name was Brown rather than Watkins. Her death date and age are listed in cemetery records from her headstone in the Forest Cemetery in Frederickstown, Knox Co, OH.

I have not been as successful as I'd like in my VA research on this couple but have found their names and confirmation of their children's names in published material on marriages in Loudoun Co, VA and in land records in Hampshire Co. (now WV) and in the pre-nuptial agreement between Ann Watkins and Daniel Brown. Conclusions I have drawn from these records are that William Watkins was the brother of Thomas Bates Watkins (husband of Judith Timbrook) and probably of James Watkins. All 3 appear in the deed books of Hampshire Co together. Records in Loudoun Co, VA, point to James B. Watkins, Sr. as their father. In addition, I’ve been unable to find Ann Watkins' maiden name (see story under Ann's Birth)
Because there are few court records listing William Watkins, he has been hard to track. We either know or can calculate the birth years of their four children beginning in 1808, thus we can assume the couple married shortly before that date. However, no marriage records have yet been found in Loudoun Co. or Hampshire Co. In fact, Vicki Horton's Hampshire County Marriages of the 1800's do not list any marriages for the Watkins brothers. "Marriage Bonds of Frederick County VA" by Joan D. Hackett and Rebecca H. Good lists "Wm Watkins m. ......( erased name.)" elsewhere gives name as Lucretia Philips, daughter of Isaac Philips on 5 Jan 1807. Bondsman Henson Barret.
Based on 1820 Hampshire Co Deed records, James and William Watkins purchased land in Hampshire County from Alexander Henderson. The deed is signed by Thomas Watkins & his wife Judah. The 1829 lawsuit (below) says in his lifetime William Watkins together with his brother Thomas Watkins purchased from Alexander Henderson of Dumpries. James was also listed in the Hampshire County Deed, but it is not clear when he sold his land to William. It does say, however, that Thomas sold his land to William. After William’s death, his children inherited the Hamsphire County land and sold it in 1834.

An 1829 Loudoun Co, VA lawsuit (Watkins vs. Alexander Henderson) lists heirs of William Watkins, decd, as Louisa "Nepkin" (aka Neptune), Bernard Watkins, Sarah Ann and Eleanor Watkins. When the heirs sold the land in 1834, the deed was signed by John Adams, Eleanor Adams, John G.(Gant) Sarah Ann G., Bernard Watkins & Charlotte Watkins. (Deed Book 32, p. 372 1836-1838 in Hampshire County) Louisa and George Neptune of Belmont Co, OH sold their share in Nov 1838. The "best friend" who represented the minor children in court was Bernard Taylor, a Loudoun Co resident and probably the person for whom Bernard Watkins was named. He was possibly a brother or other close relative of Ann or William's.
The names of William and Ann’s children (and their spouses) are confirmed in Hampshire Co Deed records and in published books on Loudoun Co Marriage Records. Birth and death dates for the children come from obituaries and/or headstones. All census records and obits show them born in VA or specifically in Loudoun Co, VA.

The 1810 census records show two possible William Watkins: one in Loudoun Co, VA (with a boy and girl under 10-which fits Bernard and Louisa), a woman (20-26) and William (26-45); and one in Hampshire Co, .
There is some documentary evidence relating to Watkins in Loudoun Co, but it is hard to know if these are “our” Watkins as the names are fairly common.
After his death, William's widow Ann (no maiden name yet but might be Taylor, Heaton, Randolph or Henderson based on names of her son and grandchildren) remarried a widower, Daniel Brown. Ann "Brown" listed as giving consent to marriages of two daughters: Sarah Ann to John Gaunt/Gant on Nov 5 1832 and Eleanor Watkins to John Adams Aug 14 1834. Bernard Watkins gives bond for sister Eleanor. (Vogt & Kethley)

Unfortunately, William died in late 1814 or early 1815, leaving his widow , Ann just 30 years old, with 4 young children aged 1-7. While still a young man, William had not yet made a will and thus died intestate, his wife being appointed the administrator of the estate.
We know that William was dead by March 15, 1815 because that is the date that his widow, Ann, relinquished her rights to be administrator of his estate in favor of Bernard Taylor who was appointed in her place. Those appointed as appraisers of his estate -- usually immediate neighbors -- were Thomas Gregg, John Vernon, Philip Vansicle and Jess Hirst, [Loudoun Co, VA Minute Book 7:411. Mar 15, 1815]
The relationship between the Watkins and Bernard Taylor is not known. Often, administration was handled by a close friend or relative, especially given that the Watkins named their only son “Bernard.” But Taylor was named as the executor in quite a few wills and may have been chosen because of his skills in handling estates. In a later court case, Bernard Taylor was appointed “Next Friend” to the under aged Watkins children, thus representing them in court.

Based on Hampshire Co Deed records, James and William Watkins purchased Hampshire Co land for the "Widow Watkins" (their mother?) from Alexander Henderson. The deed is signed by Thomas Watkins & his wife Judah. An 1829 lawsuit (below) says in his lifetime William Watkins, together with his brother, Thomas Watkins purchased land from Alexander Henderson of Dumpries... James was probably also a brother because he was listed in the Hampshire County Deed. We don't know when he sold his land to William. It does say however that Thomas sold his share to William. After William's death in 1815, his estate paid Richard Henderson 8.18 for the land which his four children would then inherit. An 1829 lawsuit (below). In 1822, Susanna Ruckman bought 90 acres in Hampshire Co. “on the drains of Little Cacapehon” that adjoined “the land of Saml. Ruckman's heirs, the land of Cramer and Ann Watkins formerly Henderson's land.* [ Source: Northern Neck Grants C, No. 2, 1812-1820, p. 157-158 (Reel 308).] In other words, the land of Cramer and Ann Watkins was the land above, purchased from Alexander Henderson. [ *this phrase “Ann Watkins formerly Henderson's …” may have been misread by a researcher who concluded that Ann Watkins was formerly named Henderson, ie her maiden name, rather than referring to the land which was formerly Henderson's.]
In 1829, a Loudoun Co lawsuit (Watkins vs. Alexander Henderson) over the land that Henderson had sold to William Watkins lists the heirs of William Watkins, decd, as Louisa "Nepkin" (aka Neptune), Bernard Watkins, Sarah Ann and Eleanor Watkins. When the heirs sold the land in 1834, the deed was signed by their spouses as well: John Adams, Eleanor Adams, John G.(Gant) Sarah Ann G., Bernard Watkins & Charlotte Watkins.[Hampshire Co,VA/WV Deed Book 27: 298-300] In Nov 1838, Louisa and George Neptune of Belmont Co, OH sold their share. In the meantime, Ann Watkins is named both in the Personal Property Tax lists and the 1820 census although she is only shown with two young girls in the latter. Where the two older children. Louisa and Bernard, were living-possibly with a guardian or one of her family members-is not known.
Ten years after his death, William's widow Ann remarried a widower, Daniel Brown. The couple signed a lengthy pre-nuptial agreement over land that Ann had inherited from her first husband (see Story under their marriage).
When her three youngest children married in the 1830s, Ann "Brown" is listed as giving consent to the marriages of two daughters: Sarah Ann Watkins to John Gaunt/Gant on Nov 5 1832 and Eleanor Watkins to John Adams Aug 14 1834. Bernard Watkins gives bond for sister Eleanor. (Vogt & Kethley, and Wertz. p. 2, 55, 175)
Their son Bernard Watkins was the last to marry at age 24, when he married Charlotte Littleton on Sept 4, 1834 in Shelbourne Parish, Leesburg, Loudoun Co, VA by the Methodist minister. All census records and obits show both born in Loudoun Co, VA.
In the 1830s, a number of friends, neighbors and extended family members moved from Virginia to Knox Co, Ohio. Many of the families had been Quakers and left because of the slavery issue in VA. By 1835-36, the Watkins children and their spouses, along with other extended family members (George Neptune, John Adams, William Davis, and John, Stephen, and Samuel Gaunt/Gant and more), and their mother and stepfather, Ann and Daniel Brown, removed to Knox Co, probably coming together as a group. Brown's children also moved to Knox Co. The eldest Watkins daughter, Louisa Neptune had moved to OH by 1830, going first to Belmont Co, but by 1840 was living in Knox Co.
According to the biography of John Gantt's nephew, Samuel Orlin Gantt in the Knox Co, OH Centennial Biographical History p. 198 , the Gantt family (and probably the Watkins and other siblings) came to OH in 1836, the journey "made across the mountains through the forests and over the plains with teams in the primitive style of the times, for no railroads had been built.”
Most of the Loudoun Co migrants settled near Fredericktown in Berlin Twp. All of the Watkins siblings but Bernard remained in Knox County where they died and were buried in the Forest Cemetery near Fredericktown, OH. Headstones were found for all but mother Ann. Son Bernard decided to take his young family farther west to Warren Co, IL in the fall of 1850 settling in Monmouth (county seat) or Lenox Twp., according to various obits and wedding anniversary articles. When Ann's second husband, Daniel, died, she went to live with 2 of her daughters in Knox Co and is assumed to have died there. 1850 census shows her with eldest daughter Louisa Watkins Neptune, 1860 with youngest daughter Eleanor Adams.
There is some mystery as to when and where Ann's second husband, Daniel Brown died-whether in Loudoun Co, VA or Knox Co, OH as there are records showing a Daniel Brown dying in both places
Daniel Brown in Loudoun County left no will. However, an appraisal for him was made in March 1835, including the notes he owed, his farm and household items , totaling 5.06. Aprs: Yardley TAYLOR, Joel CRAVEN, John ADAMS. RtCt 13 Apr 1835. [Loudoun Co. Will Book W:99] Settlement of 15 Aug 1837 with Admr Daniel COCKERILL: Court order dated 9 Jan 1837; beginning 9 Mar 1835, payments totaling 3.70½. Scrs: Thomas NICHOLS, Joshua PANCOAST. RtCt 11 Sep 1837. [X:384] Settlement of 2 Sep 1837 with Admr Daniel COCKERILL: land at Union, land sold Allison BALL, totaling 3.33½. Scrs: Joshua PANCOAST, Thomas NICHOLS. RtCt 10 Oct 1837. [Y:20]
But another Daniel Brown and presumably his wife are shown in the Knox Co, OH in 1840 census. A headstone for Daniel Brown, known to be the father of Samuel Brown, from Loudoun Co, OH, iwas found in the Fredericktown Cemetery. Death date and age on headstone as 28 March 1843, age 76y 9 m. making him the right age for Ann’s husband.
A further search for estate records in Knox Co, OH and for Personal Property Tax Records in Loudoun Co, VA might clear up this confusion. One thought I had was that the appraisal done in Loudoun Co occurred at the same time the Browns and Watkins were preparing to move to OH. Perhaps Dan Brown was just selling his land and settling his accounts before moving rather than as a part of an estate after death.
More research needs to be done in various land records for Ann, William, and Daniel.

From the 1782 - 1825 Loudoun Co. Personal Property Tax Lists: Note that the term Battalion was used for both militia and tax purposes and denoted a district. One had to be at least 18 to be named on list. There were only three districts in Loudoun. The Second District was in the southeastern section and the Third District down the middle of the county. As for Parishes - the Second District was in Cameron Parish, while the First and Third Districts were in Shelburne Parish. Bernard Taylor and James Heaton both lived in the Second District, then moved to the Third District in the 1820's. Daniel Brown lived in the Second District

1840 Knox Co, Morris Twp. Census p.313 Census shows Daniel Brown 70-80 and wife (unnamed) 50-60, the right age for Ann Watkins Brown and in the same township with other Watkins children.
1843: Daniel Brown is buried next to "Samuel Brown" in Forest Cemetery, Fredericktown, Wayne Twp, Knox Co, OH Death date and age on headstone as 28 March 1843, age 76y 9 m. Possible death of Dan Brown.
1850 Knox Co, Berlin Twp Census p. 29 lists Ann Brown at age 64 b. VA-(1785/86) living with George Neptune and wife Louisa (Watkins) b. VA. (1808/09), Louisa is Ann's eldest daughter.
1860 Knox Co, Morris Twp, OH census, Ann Brown age 75 B. PA is listed with son-in-law, John Adams and daughter Eleanor Watkins Adams and their family. The 1860 shows the Adams family living next door to Thos and Sarah Brown family from VA. May possibly be Ann Watkins Brown's step son.???
Ann Brown not listed in the 1870 census, thus I assume she is dead. No headstone found for her in the Forest Cemetery, Fredericktown, OH

We know that William's wife was named Ann and that she was the mother of William's four children from the 1829 lawsuit. Thouogh no marriage records have been found for them, the year of 1805 is based on birth date of eldest child listed in census records.
No marriage record for Wm Watkins found in published sources of Hampshire or Loudoun Co. yet. In the Book "Marriage Bonds of Frederick County VA" by Joan D. Hackett and Rebecca H. Good I found:" Wm Watkins m. ......( erased name)"
