Louise was born in the September quarter 1852 in Ryde, Isle of Wight, England. She was the daughter of George West and Priscilla (Celia) Racket, ^[1]

In 1861 her family were living in Oakfield, Isle of Wight, England. George was a General Labourer, Priscilla was a Charwoman, Louise and Matilda were both at school, and George was below school age, ^[2]

In 1871 her family were living in Oakfield, Isle of Wight, England. George was a Gardener, Celia was a Laundress, Louise was a Housemaid, George was an Errand Boy, and Mary was at school, ^[3]

She married Thomas Bastard in the September quarter 1872, Isle of Wight, England, although he had changed his name to Clifford m and they had 1 child, ^[4]

In 1891 her family were living in 4 Victor Cottages, Mill Place, Kingston upon Thames, Surrey, England. Thomas was a house decorator and painter; Louisa was a dressmaker, and Maria was at school, ^[5]

In 1911 she was living with Thomas at 62 Worthington Road, Tolworth, Surrey, England. Thomas was a Builder and Decorator, Louisa was a Dressmaker, also there on census night was a visitor Mary Duley who was a Dairy Cashier, ^[7]
