Frank was born on 13 Nov 1877 in Dudswell, Quebec, Canada. He was the son of Charles H. White Sr. and Annis Matilda Thayer. ^{[citation needed]}

Frank passed away at the age of 87 in Aug 1964 in Vermont and was buried at the Fairlee Village Cemetery in Fairlee, Vermont. The registration indicated that he was born on 13 Nov 1877. ^{[1] [2]}
