Passing along something I found. Do not know if this is the right people or will be of any help to you with your search.
Fannie's obit also mentions another sister who was married to a William S. Combs. Now I found a William S. Combs and wife Mollie in the 1930 D.C. census. This Mollie is age 34 and indicates she was born in Maryland and both parents in Virginia. They would have married around 1917/1918.
Not much help and have no proof that either of these are in fact the sisters of your Fannie Virginia Williams. Just wanted to pass it along just in case.
