Thomas Franklin, or Frank as he preferred, was born in March of April of 1850, the son of James Madison and Fanny (White) Williford, in Bond County, Illinois, where he was raised.
There are three U.S. Census records that Frank appears in with his parents. In 1850 he is listed as 3/12 under the category of age, or he was three months old. In 1860 Frank was 10 years old and going to school. By 1870, Frank was 20 years old and working as a dry goods clerk in Greensville, Illinois.
