Burton was born on December 29, 1871 in Mushaboom, Halifax County, Nova Scotia.[1] He was a son of Thomas Winters and Julia (Unknown) Winters.
He married Effie Boutilier on November 10, 1896 at the Church of England in Sheet Harbour. She was a daughter of Mathew and Mary Boutilier of Sheet Harbour, where Burton resided at the time while employed as a fisherman.[2]
Burton passed away on November 7, 1956 in Cole Harbour, Nova Scotia at the age of 84. He was interred at Saint Paul'a Anglican Cemetery in Mushaboom.[1]>[3]
