Clara was born in Spearville, Kansas, in 1883, the daughter of Lee and Carrie (Oberman) Wiseman. Clara's mother died when Clara was only four years old and her little brother, Frank, was two. The following year, her father married Margaret Shepard, who became Clara's step-mother.
In 1900, Clara married her step-mother's younger brother, Jim Shepard, in Burns Oregon. Since she was only 16 years old, her father had to sign for her to get the marriage license.

In 1930, Clara was living in Harney County, Oregon, with just her four children. Jim had died in 1923. In 1940, only Wesley was still living at home with his mother.
