Isaac Ball was born on 13 Feb 1778, and christened on 6 Mar 1778 at the church of St Mary the Virgin in Prescot, Lancashire. He was the son of John and Ann Ball. His father's occupation was recorded as husbandman, and the family's address as Whiston.

By June 6th 1841, Isaac was living in Comb Shop Brow, Eccleston, Lancashire (later known as Croppers Hill.[2]) in the household of watchmaker Peter Mercer. Isaac was a miner.

By March 30th 1851, Isaac was living with his widowed daughter-in-law Elizabeth Ball and her two children in Springfield Row, Eccleston. He was a retired coal miner, she was a small ware dealer.
