Joseph Peter Boucher was born on August 1, 1873 in Wisconsin, United States, son of Oliver Charles Boucher (1819–1883) and Hélène Roy (~1833–1886).

Joseph (26) married Margaret Ann Dornan (21) (born in March, 1878 in Wisconsin; daughter of Daniel Dornan and Bridgett Elizabeth (Carroll) Dornan) on August 29, 1899 in Sauk, Wisconsin.^[1] Their children were:
