Francis was born in 1838. He was the son of Jas. T. Burrows.

He was a jeweler.

He fought in the American Civil War as a Confederate soldier, in the South Carolina First Regiment Rifles, Militia (Branch's Rifle Regiment) , Second Infantry (Second Palmetto Regiment) A-B

He passed away in 1926.
