There are three daughters listed in William Fisher's biography: Johanna, Agnes, and Jane. Agnes died young, Johanna married George Bugge, and Jane married Francis Wolnaugh.
His bio also states that all of his children, including Johanna, were baptized in Suffolk, not Lincolnshire.
His 1591 will names his living daughters. There is no Joan, only Johanna. He also names several grandchildren, but there is no mention of any Waite grandchildren, which there would almost certainly be if Johanna had living children from a first marriage.
So yes, I suppose it is technically possible that Johanna Fisher had a first marriage before George Bugge, but it is very very unlikely that she was the Joan Fisher who married Roger Waite in Lincolnshire.
