Richard was the son of Thomas Marlay and Anne Delaune.
He was educated by Mr Darby and entered Trinity College Dublin on 31 October 1744, aged 16. B.A. 1749, M.A. 1752. [1]

He had been ordained Deacon at Dromore; and received Priest's orders at the same place, on January 5, 1750: and two days afterwards was collated to the rectory of Dromgoland in that diocese.
Dean of Ferns, and afterwards Bishop of Clonfert and Kilmacduagh, by patent dated 12 November 1787, and was consecrated in the Castle Chapel, Dublin, on December 30th, by the Archbishop of Tuam, assisted by the Bishops of Ossory and Killaloe.
He became Bishop of Waterford and Lismore , by patent dated 21 March 1795. [Lib. Mun.Hib.] He was an accomplished scholar, and of most engaging manners. [Mant's History.]
He died at Celbridge, near Dublin, on July 1, 1802.
He settled half of his estate on his nephew Henry William Grattan, the son of his sister Mary and James Grattan M.P.
The other half of his estate he settled on James Cuffe (1st Baron Tyrawley). He was the husband of his niece Mary, the daughter of his sister Alice and Richard Levinge.
