Phil was born and raised around Burlington, NJ, like so many other Shinns. He first lived Burlington City proper, then at a very young age (I think 1 or so,mother said) moved to 106 Handler Drive, in Beverly. Then he moved to 15 Park Ave, Beverly, NJ when he started 8th grade. He graduated Burlington Township High School in 1973, and attended Brown University in Providence, RI graduating in 1978 after taking off a year to travel the world. After an unremarkable year working as an editor for a publisher in Philadelphia, Phil attended graduate school, again at Brown, from 1979 through 1984, when he received his PhD in Linguistics. After graduate school Phil moved to Los Angeles, CA, where he spent the next 20 or so years in a series of jobs in the speech and natural language understanding space as a software engineer. He received 5 patents. But mostly he sailed small boats and surfed a lot. He then returned to the east coast and got married, and had a daughter.
