William Cecil Skinner was born in Carter County, Missouri on 18 March 1914.[1] He was the son of William Skinner and Rosa Pea. His family moved from Missouri to Arkansas when he was a young child.

Cecil married Verbinia Teague on 11 January 1941 in White County, Arkansas.[2] They raised two sons, Don and Bill, and two daughters, Deloris Jo and Bonnie.

Cecil served in the United States Army during WWII.[3] Afterwards, he was employed by First Electric Company as a groundsman for 23 years. He was also an avid hunter and fisherman.

He died at his home in Judsonia, Arkansas on 24 April 2007. He was 93 years old.[4] He and Verbinia, who died in 2019 at age 98, were buried in Evergreen Cemetery, Judsonia, White County, Arkansas.[5]
