Charles was born in 1857 in Bloomsburg, Pennsylvania. He was the son of cattle dealer Issachar M Titman and Mary Margaret Kinney.
In 1880, aged 22, he was still living with his parents in Shenandoah, Shuylkill County and working as a butcher.[1]
In 1881 he married Elizabeth Frances Torbert, daughter of former state senator William L Torbert[2] and his first wife Hester (Esther?) Maria Blatchford. They had two daughters and a son:
He managed and built up the Penn Reducting Company, a waste management company using innovative technology that had the contract for garbage removal across the whole of Philadelphia. At the time of his death it was worth millions.[3]
In 1910 the family (bar married Lillian) were living comfortably in Philadelphia. Charles's job was President in the industry of Reducting.[4]
He passed away in 1911[5] and is buried in the family plot at Westminster Cemetery, Bala Cynwyd, Montgomery County, Pennsylvania. His son inherited, and some might say squandered his fortune. His widow passed away in 1922.
