Lookup help - Baron William de Mowbray

I have been hospitalized recently for colon cancer. During that time I had a lot of time on my hands, during which I worked on my Ancestry projects, including Magna Carta.

My 21st GGF is the Baron William of Mowbray, Governor of York, and “Surety Magna Carta”. I am not sure what that means. Help? Can his participation be verified somehow?
