Census entries question

I am researching my father's family and found on the 1900 Census my great-grandfather (Henry Miller Hoff) and his family listed immediately after my great-great grandfather's household (Benjamin Hoff).  Is it fair to infer that they were next door neighbors?

It probably does mean that.  The number for their address is normally on the page, which would prove they are neighbors. Remember, that 1900 is a great census to find because it doesn't have age like the other census.  It has birth month and tear, which is much more accurate, as well as year of marriage, immigration year, and number of children vs living for the wife in a family.
