Need source documentation on the birth of Hugh Playdell-Bouverie

Question

Both Burke's Peerage and thepeerage.com list is birthdate as Feb 1900,which cannot be since his father died in 1898.  Are there birth records on him in England and how does birth year appear in the 1911 English census?

Father Wilfred Pleydellbouverie (no hyphen) FS ID MC24-518 born 17 October 1856 - died 21 November 1922

Hugh was one of 4 children

Joseph Sullivan, Bart.; nephew of Rear-Admiral Bouverie, and of the present Sir Chas. Sullivan, Bart., Capt. R.N.; and first-cousin of the Earl of Radnor.
