Why are there a bunch of people listed as test takers, but the profile is yet unconfirmed and says find test takers?

The people listed as test takers on a profile are descendants or other relatives of the person.  They may or may not match each other.  For those who are on GEDmatch, you can review that for yourself.

It takes several steps to prepare a DNA confirmation statement.  People need to find matches, then they need to do the work to write up and post the statement (when applicable).  That is not an automated process.

Also in this particular case, the profile to which Megan linked appears to be her 3g grandfather Jesse Fry. So any potential matches listed on that profile that would share him with Megan as MRCA would likely be more distant than 3rd cousin (4C/3C1R/4C1R/etc) to her. Such distant relationships require triangulation (3 or more distant cousins each matching each other on the same shared segment) for marking relationships as Confirmed with DNA here.
