in 1880 census he's in boarding school in Collin Texas

in 1900 he lives with his stepmother and half brother Albert

his stepmother is widowed

Albert born June 1875 in Texas according to 1900 census

so the father of the boys probably married Emeline about mid-summer 1874 and died before 1900, possibly , since Roland went to a boarding school, died around 1880

Can you get his death certificate from Arkansas?  That usually shows parents.

"Arkansas Death Index, 1914-1950," database, FamilySearch (https://familysearch.org/ark:/61903/1:1:VJTM-BLC : 27 November 2014), Rowland J Jackson, 26 Feb 1920; derived from "Arkansas, Death Index, 1914-1950," database and images, Ancestry (http://www.ancestry.com : 2005); a multigenerational derivative citing Division of Vital Records, Arkansas Department of Health, Arkansas Death Index, 1914-1950 (Arkansas: Arkansas Genealogical Society).
