Quakers in Wales

The Baltimore Maryland suburb of Owings Mills traces back to Richard Owings, a capable and well to do immigrant in the late 1600s.  

From secondary sources, it appears that he and his wife Rachel were Quakers, and began life with Quaker groups in Wales who had a special deal with William Penn to start a Welsh-speaking county in Pennsylvania.  Richard and Rachel Owings then made their way to Maryland.

It's a great story but as currently sourced, pieces of it fall apart.  The place they supposedly started in Wales may not exist.  What records document them in Wales and Pennsylvania?  Like so many of these immigrants, their later lives are clearcut, but their early lives shrouded in mystery.  

If you can find any reliable sources that shed light on their lives, you can put a feather in your cap!

Llwyngwril exists; it is in Llangelynin, which is in the Merionnydd part of Gwynedd, Cymru.  ( if they were Welsh speakers as the question suggests )
