What does Vice Consul, USA mean to a Canadian

Unsure how to go about this but what does this mean to a Canadian?  Edna Gordon b. 23 Oct 1918 married a Herbert Gordon on 16 July 1948.  This Herbert was a Vice Consul of the USA government.  Do you think they were married in Saskatchewan, Manitoba or in the U.S.A.

It's a government diplomatic position, second in command to the Consul.  Not a title.  "A consul is an official representative of the government of one state in the territory of another, normally acting to assist and protect the citizens of the consul's own country, and to facilitate trade and friendship between the people of the two countries."

Okay, so now have an idea that it is an important position.  Sorry, but was unsure.  Are these people written up anywhere as would like to see his biographic information.  Will check Wiikipedia.
