This is probably the best answer. There are non-notable actors, research scientists, explorers, and politicians that while they may have accomplished "something", it wasn't notable enough to make them Notable. The guidelines we use are whether or not they have a Wikipedia page, or barring this, whether or not they "could" have a Wikipedia page created for them. The "could" is where we typically see the most discussion, as we have to operate as Wikipedia would in those cases and discuss whether or not a particular individual qualifies, including notable accomplishments verified from multiple sources, verification of those sources (which can be challenging if they are all in print and not online), and general agreement by those that understand the process. In most cases, without a Wikipedia page (or one that is in the process of being created already, such as those in the "national biographies" books) we don't find many new Notables.
