Adoptions - where to start when you don't know where they were born or where they were adopted?

My gt-grandfather was born in 1856 -- exact date unknown-- [place unknown] and was adopted somewhere -- also unknown. According to my grandmother he was Dutch -- but I have a suspicion he may have been German by birth. He died in Ottawa in 31 Dec 1935.

I do not know if he was adopted in Europe or in Canada nor who his adopted family were.

Any help greatly appreciated.

On his Certificate of Registration of Death, his place of birth is listed as Germany and his parents, while unknown, are also listed as born in Germany. The informant may have been only guessing but I would concentrate my effort on Germany. Personally I haven't had much luck in finding ancestors in Germany. I noticed that the Certificate also lists his birth date as November 7, 1856. Was this just a guess on the informant's part?
