Unresponsive Profile Manager managing Living Relatives’ profiles. How to resolve

There are living relatives of mine that I need to edit and they’re being managed by an Unresponsive Profile Manager. Since the relatives are living I can’t access the profiles to submit an Unresponsive Profile Manager action.  How do I resolve this?
