While this is not directly an answer to your question about passenger records -- if he left from Antwerp, perhaps there's a record in the Dutch archives? -- I did find a wealth of information on your Deller and Lange relatives in the newspapers of Utica and Rome, NY from the period. Obituaries and marriage notices, along with other social mentions. Sometimes these newspaper mentions can list a more specific place of birth. While there was a lot interesting personal information to collect -- and I will link and upload what I found to their profiles -- unfortunately, none of the articles mentioned specific origins for Charles.
But. One little social mention published in the Utica Daily Press on 6 Feb 1915 announced that a Mrs. Nicholas Vogt of Wibaux, Montana was in town to visit her brother Charles Deller at Warren St.
I chased this hot thread and found ample information on her. Wibaux ain't no New York City. Most relevant to learn, this sister Katharina Deller was born 17 Apr 1860 in Krähenberg near Wiesbach, Bayern. Her baptismal record is on microfilm at the LDS Family History Library #193229 and viewable on Ancestry.com. A few pages further in the baptism book is the entry for Carl Deller, born 12 Aug 1865. Their parents were Christian Deller and Margaretha Danner (or Dammer?), whose marriage on 29 Nov 1853 is recorded in the Wiesbach/Homburg churchbook and the civil register in Käshofen.
Entirely coincidentally, I have ancestors from this exact region. My Ehresmann ancestors were from Winterbach, just about a mile south of Krähenberg. I won't be all too surprised to discover that we're cousins.
