Are there free passenger list sites for Germany?

Looking for a German ancestor Charles Deller who emigrated on a ship departing from Antwerp in 1884 before Oct 28. The Naturalization Record occurred May 18, 1887 at age 21.

While this is not directly an answer to your question about passenger records -- if he left from Antwerp, perhaps there's a record in the Dutch archives? -- I did find a wealth of information on your Deller and Lange relatives in the newspapers of Utica and Rome, NY from the period. Obituaries and marriage notices, along with other social mentions. Sometimes these newspaper mentions can list a more specific place of birth. While there was a lot interesting personal information to collect -- and I will link and upload what I found to their profiles -- unfortunately, none of the articles mentioned specific origins for Charles. 

But. One little social mention published in the Utica Daily Press on 6 Feb 1915 announced that a Mrs. Nicholas Vogt of Wibaux, Montana was in town to visit her brother Charles Deller at Warren St.

I chased this hot thread and found ample information on her. Wibaux ain't no New York City. Most relevant to learn, this sister Katharina Deller was born 17 Apr 1860 in Krähenberg near Wiesbach, Bayern. Her baptismal record is on microfilm at the LDS Family History Library #193229 and viewable on Ancestry.com. A few pages further in the baptism book is the entry for Carl Deller, born 12 Aug 1865. Their parents were Christian Deller and Margaretha Danner (or Dammer?), whose marriage on 29 Nov 1853 is recorded in the Wiesbach/Homburg churchbook and the civil register in Käshofen.

Entirely coincidentally, I have ancestors from this exact region. My Ehresmann ancestors were from Winterbach, just about a mile south of Krähenberg. I won't be all too surprised to discover that we're cousins.

This has been a long struggle with many questions, hours of unsuccessful searches on many sites/links leading to walls. Thought the issue was the name Deller. With C-H Geschwind's and your excellent research, I'm on my way to solving his immigration record.

I am unaware of any free sites. 

I looked in Ancestry (through my local library’s website). There is no Charles Deller that matches your person. There are three C. Dellers sailing from Antwerp in 1883 with birth years of 1855, 1874, and 1881. They are all part of the same family from Germany sailing on the Waesland.

For Baden-Württemberg there is auswanderer-bw.de (which only lists people emigrating without stating how they travelled), but looking at http://wiki-de.genealogy.net/Deller_(Familienname) I would rather except the name to come from Bavaria.
