The PPP is a legacy PPP from before there had to be a project associated with it. I will start the ball rolling for the England Project to become co-manager - but I'm not sure that he actually warrants PPP.

PPP removed as no project currently managing it. England Project has requested co-management.

That's not currently a Project Protected Profile and only requires either you being pre-1700 certified as outlined on the following WikiTree Help link...

... or your reaching out to the current profile manager to collaborate with.

Am I missing something? It says he's protected and it won't let me do it.
Yes, it is protected.  Against adding parents, spouses, and children.  You will need to contact the Project which is protecting it, and a Leader will have to lift the protection.
It is protected but probably should not be since there is no project listed as profile manager. Contact the current PM, she can remove the PP.
Ahh I see now...

That profile is project protected, but it's not appropriately tagged and should have something reflecting the specific project itself as it only has the house.

It looks like it's the following project that's protecting it.
