Did Lucy marry Alfred John Oram in 1903? If she did then her marriage record says that her father was Ebenezer Harvey (free-to-view image at https://www.ancestry.co.uk/sharing/21322227?h=30b47a)

Ebenezer Harvey married Sophia Cox on 31 August 1873 in Lambeth (see https://www.familysearch.org/ark:/61903/1:1:N6XK-LBP).

That fits nicely with Lucy's birth registration which gives her mother's maiden name as Cox:
