Can I add a profile to notables, or do team leaders do this?

In the process of finding sources for an unsourced profile in the Australia project (Adamson-2877), I searched Find a Grave and found that she had died and been buried in England. There was a link to the father's grave (also in England) with a significant amount of information from the Australian Dictionary of Biography. So, Travers Adamson (Adamson-2876) was a lawyer, politician and public servant. His profile was also unsourced and I am still working through it and identifying appropriate sources for information in the biography. Seems he should be a notable.

We do need to be careful with Notables that do not appear in Wikipedia, as we use Wikipedia as our standard for what designates a Notable vs. a non-Notable. However, a national Dictionary of Biography is one of those clear exceptions to the rule, so if he is in the Australian Dictionary of Biography, then he is clearly a Notable.

For the other part, even if you're not a member of the Notables project, you can put the Notables template or sticker on any profile that qualifies.
