This post https://thednageek.com/genealogical-dna-testing-around-the-globe/ is a bit old, but at that time (2017) most countries allowed testing, but even if testing was allowed some companies were prohibited.

Yes, DNA testing for any purpose other than medical or police work is illegal in France.

Just to add to Isabelle's comment. The chart quite rightly says that 23 and me ships to France. Unless it has changed (since 2016), the illegality of the test means it was problematic to send the sample. It can't go in the post. When I looked into it. I would have had to travel 220 km to an airport and hand the sample package  directly to the carrier. There was a slight risk that the it would have been confiscated at customs.
I should add, that many people still do it, I suppose by buying and mailing their test from abroad. There is still the risk of a rather heavy fine if they get caught.
I know of several French citizens who went to other countries, had testing done and later returned to France.  Some do it while on vacation.  Don't know how that works with the French law but I also know of several groups who are working to get the law rewritten.
A few years ago I bought a test for someone in France and had it mailed to them. They mailed it back without issues.
Looking at the website now they say that it can be mailed back so it does seem to have changed. I know that at the time,,I really didn't fancy driving to Carcasonne. I bought it and sent it from the UK.

China only allows testing with Chinese testing companies, such as 23Mofang, WeGene or GeseDNA. It is illegal to test with 23andMe, AncestryDNA, etc.
