You cannot add any profiles via the GEDCOMpare process until you see the ADD buttons.

Generally that means you have to process (match or reject) ALL the profiles in your GEDCOM before you can create any new profiles.

You may find it more productive to start over and break your GEDCOM into smaller, more manageable chunks (see Splitting a GEDCOM).

S has a modest-sized GEDCOMpare, so it should not take awfully long to finish reviewing all of the yellow-highlighted suggested matches and marking every last of one them MATCH or REJECT.

Once that is done, find a profile that is MATCHED (that is, the person is in both WikiTree and the GEDCOM), go to  a COMPARE screen for that person, and start adding the other family members who are not yet in WikiTree. If you are careful to add SPOUSES before CHILDREN and add PARENTS before SIBLINGS, you will be successful in both creating profiles and preserving the connections in your tree.
I was just doing this myself--if you're working from an existing relative who matches someone in the main tree, once the compare screen has just an approved match, and all bad ones have been ruled out, when you re-open it, there will be an ADD button in front of the unmatched entries.  (For example, if you have a Great grandfather in the world tree, and want to add a spouse or child, once the GG is matched correctly, the next time you click on the compare button for that person in the gedcom list you'll be able to add people.)

If you match or rule out the options for everyone in your whole tree, the ADD buttons will show up in front of all unmatched people, but even after that I found it easier to work from existing records to make sure I wasn't adding anything in the wrong place/keeping the connections accurate.
