How do I use a photo again for another profile?

Click on the photo. When its page comes up, scroll down below the photo on the left side until you find a box which lists all your profiles. Find the profile to which you want to apply the photo, highlight it, then scroll all the way down and click on the big button to save the changes.

Click on the photo to go to its edit page.

near the bottom below the photo, there's a box next to the "Add person or freespace page"... you can enter the profile-ID in that box

or, just below that, there's a larger list of profiles from your watchlist, that you can tick the checkbox next to the one(s) you want to add
