It seems that it does need a comma.

It should read: Lowry City Cemetery, Lowry City, St.Clair, Missouri.  Lowry City is in St. Clari County

As I understand it, categories like that one do not include the county name unless one of these situations exists:

  • The county is the only named place associated with the cemetery location.
  • The named place is a township in a state where multiple counties can have townships with the same name.
  • There is some other reason why the county name is needed to identify the place.

None of those situations applies here. Lowry City is a city. It is a small city, but it is unambiguous.
