I think that at most times it's better to use words to indicate a suggestion, rather than resorting to a -1 or a Flag.
I flag spam, posts that have emails, or potentially problematical posts.

Posting a reason why would not be helpful to anyone, and might be seen as "calling out" someone in public - which is against the Honor Code.

I do not believe in downvotes at all, but even less do I believe they should be anonymous, and I have never given an.
Posts can also be downvoted and flagged because they don’t meet the discussion rules. For example, the post might not be about genealogy, might discuss modern events or living people and/or be controversial in some way. Even posts which might be meant as a helpful announcement could end up being flagged.

I believe many people who flag/downvote posts do so in the assumption that their actions are anonymous. An explanation would be attributed to the author.

All the more reason why they should explain since the policy is to be cheerful and courteous and it is courteous to say "I disagree ... " and explain what point, which point, they disagree with

If their vote is not a matter of malice for instance they should have no difficulty in explaining their motive

Ideally, this would be so.

In practice, I suspect that if an explanation were required, in most cases the number of down-votes would be reduced. And those likely would be the ones motivated by malice.

So altogether, I would consider this proposal a Good Thing.

I flag spam, or otherwise offensive posts, as it alerts the admins.

I down vote bad or misleading answers

If you down vote for a bad or misleading answer, do you also say why so the poster can understand/learn from it?

Marion is right, Dennis, an explanation (a Teaching Moment) should not be spurned laugh
