Cannot merge

Hello! 

I tried to initiate a merge and got a warning I’ve never seen before and cannot complete any advice would be great: 

Merging Arnott-36 into Arnott-30 

We're sorry. One of these profiles is not Open and you are not on either profile's Trusted List. Although permission for the merge has been recorded, it would violate our privacy controls to enable you to complete the merge. Please post in G2G if you would like to discuss this. Thank you for understanding.

The merge has been proposed and only the profile manager of Arnott-36 can complete it since that profile is not Open.

The PM on Arnott-36 has adopted Arnott-30, added a child to that profile and removed a spouse that didn't match the other profile, so hopefully he will complete the merge soon.

If you see this message again, check both profiles.  If one of them is orphaned, adopt it, so you can approve the merge on one side.  Then check the contributions of the other PM.  If they are active, hopefully, they will approve the merge soon.  Send a PM to the other person requesting they approve the merge.  If you get no response, you can follow the process for the Unresponsive Profiles Managers which will require you to do a couple of other things, ie leave message on the profile of the PM, as well as request to be added to Trusted List of the Locked Profile.  Wait a week and then you can send the form for the Unresponsive Profile Managers.
