Suggestion 861 Inline citation doesn't start with a <ref>?

I've tried resolving this suggestion regarding the following profile but can't see the cause of the problem. Would appreciate any help. Thank you.

There was some problems with suggestions generated laat week. Wait for suggestions to be generated this week. Sep 29 changes were not picked up last week and that is when, I think, you did fix the problem.
